Answer
Plesk does not offer free plans.
In case your Plesk is installed on VPS/dedicated server, it is required to choose one of three different license editions:
-Web Admin edition license – allows hosting up to 10 domains
-Web Pro edition license – allows hosting up to 30 domains
-Web Host edition license – allows hosting unlimited domain
Even if there is only one domain on your VPS/dedicated server, it is required to purchase license.

Thanks for your explanation about the free trial options in the post above. I have a followup question.
Does Plesk already offer or plan to have free or discounted licenses for non-profit organisations, perhaps through partners like TechSoup?
Our non-profit butterflies.dk has access to software that is either free or with a good discount through techsoup.dk and TechSoup is present in many countries (see techsoup.org).
In the non-profit Butterflies we mentor and coach new IT-professionals with special needs like immigrants, refugees, people with autism, handicapped people or veterans and seniors in need of a part time job, a new education path or that want to start their own business.
