Which PHP version does Joomla Toolkit use?

Answer

Joomla Toolkit uses the PHP handler/version currently configured in the domain.
This means if the domain's PHP handler is changed (for example from PHP 8.1 to PHP 8.3), the Joomla Toolkit will run under that new version.
