Question
Is it possible to install MySQL 5.7 by default in Plesk Obsidian for Windows?
Answer
Starting from the Plesk Obsidian version, Plesk stopped distributing Oracle MySQL because of legal aspects (MySQL licensing). Therefore, Plesk only supports MariaDB installation by default in Obsidian.
Workaround to have MySQL 5.7 on Plesk Obsidian for Windows server

Install Plesk 17.8 where MySQL 5.7 is used by default on the fresh server using steps from the article:

Upgrade Plesk 17.8 to Plesk Obsidian:
Note: This workaround will work only on Windows Server 2012 and 2016 because Windows Server 2019 is supported starting from Plesk Obsidian (thus, it is not possible to install Plesk Onyx on Windows 2019).
