Symptoms

The "Restricted mode" does not restrict access to key features and additional administrators can access to:
Server Settings
Extensions
Updates / Update Settings
License information
Other features might also be available for additional administrator accounts.

Such behavior is confirmed as the Plesk bug with ID: #PPPM-14471

Fixed in 18.0.62. Consider updating the Plesk server.
