Is it possible to restore backup protected with Plesk's encryption key (Tools & Settings > Backup Manager > Settings > Backup security settings) on another Plesk server?

According to this documentation page the key is unique to each Plesk installation. Encrypting backups with Plesk keys is convenient but has certain limitations. When users restore backups created in other Plesk installations, the data is restored, but the original user passwords are lost, and new passwords are generated instead. In this case, the users will receive password change notifications by email. If it is required to restore a backup on another Plesk installation and want to avoid changing user passwords, use the Specified password option in Tools & Settings > Backup manager > Settings.
It means that encrypting protects not the files itself, but user's access data, so it is possible to restore files, configurations and databases on another Plesk server but user's passwords will be changed.

WHY YOU MAKE IT SO COMPLICATED SINCE YOU CAN'T EVEN SUPPORT IT ??
WE REALIZE THAT WE DON'T KNOW IF ALL THE BACKUPS ALL THESE YEARS ARE WORKING … I AM SHOCKED AS I HAVE PLENTY OF WEBSITES TAKEN AS BACKUP AND NOW I CAN'T RCOVER THEM (AS THE INSTALLATIONS DO NOT EXIST).
I TRY TO CONTACT YOUR SUPPORT AND MESSAGES GET REJECTED (NEEDS AGAIN PAYMENTS AS ON EVERYTHING IN PLESK NOW ON)…
HOW I CAN GET A SIMPLE BACKUP THAT WORKS ANYWHERE - TO MOVE MY SITE ANYWHERE - A SIMPLE BACKUP WITH THE FILES AND THE DATABASE THAT I CAN RESTORE WHEN REQUIRED TO A NEW INSTALLATION PLESK, CPANEL, OR ANYWHERE I WANT??? IS IT POSSIBLE ON PLESK OR FINALLY ITS NOT TO GET A RELIABLE SERIOUS BACKUP THAT WILL WORK ANYWHERE? OTHERWISE BACKUP IS USELESS ! AND ALL THESE YEARS BACKUPS … I AM REALLY WORRIED NOW IF I REALLY CAN'T RESTORE ANYTHING. THANK YOU

it's not clear please ADVISE!! PLEASE REVIEW YOUR TEXT AND EXPLAIN THE SITUATION.
AND WHAT ABOUT ALL THE BACKUPS ALL THESE YEARS THAT WERE ON “Plesk's encryption key” OPTION AND OTHERS WITH Specified password THAT MIGHT NOT HAVE IT ANY MORE?
