Symptoms

Unable to start Migration:

PLESK_ERROR: Failed to fetch capability info from Plesk servers
Cause: Unable to find admin user
That is a critical error, migration was stopped.

Cause

The source server is under high load.

Resolution

Increase max_allowed_packet and wait_timeout parameters according to the article How to set the value of max_allowed_packet or wait_timeout for MySQL on Plesk server?
