Migration from servers with MySQL<5.5 fails with the following error:
PLESK_ERROR: Migration tools tried to perform operation in 3 attempts: Command execution failed on the source server 'source' (xxx.xxx.xxx.xxx) with non-zero exit code.

If update is not possible for some reason you may try the following
Until the bug is fixed, the following workaround is available:
- Connect to a Plesk server via SSH.
- Change 'utf8mb4' to 'utf8' in /usr/local/psa/admin/plib/modules/panel-migrator/backend/lib/python/parallels/core/utils/database_utils.py file
