MS SQL Server installation fails in Plesk: The installation of the package 'sql201x_express' failed

Symptoms

• An installation of Microsoft SQL Server via Plesk Web Installer fails. One of the following messages is shown:

  Note: The error code may vary.

  PLESK_ERROR: The installation of the package 'sql2019_express' failed with code -2068054016.

  ---

  PLESK_WARN: The following services require a system restart:
  
  Component-Based Servicing pending restart
  Windows Update requires restart
  Restart the system before continuing installation

• The following message is logged in C:\Program Files\Microsoft SQL Server\<version>\Setup Bootstrap\Log\<date>\Summary_*****.txt:

  Note: To find the version of MS SQL Server release, see this Microsoft Docs page.

  CONFIG_TEXT: Message:
  A computer restart is required. You must restart this computer before installing SQL Server.

Cause

An operating restart is pending from a previous installation or update.

Resolution

Restart the system and perform the installation of MS SQL Server again.
