Migration process at Tools & Settings > Migration and Transfer > 203.0.113.2 appears stuck on "Fetch configuration data from Plesk servers" step. The same can be seen on Logs tab.
On the source server there is an active backup creation process at Tools & Settings > Backup Manager. This CPU usage for this process is high:

Server capacity, as the current backup process on the source server, consumes a lot of CPU.
The migration of subscriptions and domains will continue normally as soon as the backup process finishes on the source server.
