Note: This article has the reference to the issue with the fix available:

Cannot install WordPress with the below error:
PLESK_ERROR: PHP Fatal error: Uncaught Error: Class 'Phar' not found in /usr/local/psa/admin/plib/modules/wp-toolkit/resources/wp-cli/wp-cli.phar:3
This is considered as a Plesk bug with ID EXTWPTOOLK-2192. The issue was fixed in the 3.5.2 WordPress Toolkit update.
Go to Extensions > My Extensions and check the version of the WordPress Toolkit;
If the version is less than 3.5.2, go to Extensions > Updates and click Check Now;
Select WordPress Toolkit and click Update;
4.1. If Plesk Onyx 17.0.17 is used, go to Extensions > Extensions Catalog and click Upgrade next to WordPress Toolkit.
- Log into Plesk;
- Change version from altPHP to PHP by Plesk or to the PHP by OS vendor in Domains > example.com > PHP Settings.
