The operating system image with systemd-networkd is in use (deployed from the image provided by OVH or Hetzner).
One of the following applies:
/etc/systemd/network/50-default.networkexists with the following text at the beginning:
# cat /etc/systemd/network/50-default.network
# This file sets the IP configuration of the primary (public) network device.
# You can also see this as "OSI Layer 3" config.
# It was created by the OVH installer, please be careful with modifications.
/etc/systemd/network/10-mainif.networkexists with the following text at the beginning:
# cat /etc/systemd/network/10-mainif.network

The following error occurs on attempt to add new IP via Tools & Settings > IP Addresses > Add IP:
PLESK_ERROR: ifmng failed: /etc/network/interfaces: No such file or directory
The IP is actually added in case 'Re-read IP' button is pressed on the same screen.
IPs are created with
systemd-networkd syntax, which is not supported by Plesk.
This is registered as a point for product improvement #PPPM-9511.
Use official OS image vendor instructions to add new IP addresses:
After new IP addresses are added, login to Plesk, navigate to Tools & Settings > IP Addresses and press Re-read IP.
