Note: This article has the reference to the issue with the fix available:
- #PPPM-9444 "Frozen php processes due to lack of entropy caused by libsodium (as PPP-38832)"

- A PHP script is scheduled to execute every minute by PHP 7.x shipped with Plesk.
- Cron task is invoked correctly according to cron logs. However, the execution of php script itself is delayed sporadically.
The issue is submitted as a bug PPPM-9444 which is planned to be fixed in one of the future Plesk updates.
As a workaround:
Connect to the server via SSH.
Enable EPEL repository:
# yum install epel-release
Install haveged package with the following command and enable it:
# yum install haveged
# chkconfig haveged on
# systemctl start haveged
