The file with name --exclude can be found in the vhosts directory:
# ls -lh /var/www/vhosts/example.com/--exclude

Unable to restore this backup with the following errors:
PLESK_WARN: WARNING: () Archive error: Unable to extract files: Not found in archive
The file --exclude is treated as a tar option. This is the bug with ID PPPM-9811 which is already fixed in Plesk Obsidian.
Upgrade to the Plesk Obsidian.
If the upgrade is not possible, delete or move the file --exclude outside the vhost directory.
