Hello.  I believe I may have an issue related to this.  I would like to understand this issue better.  Once this bug is fixed, what is the expected behavior?

In my case, some domains have mail service disabled, because the end user moved mail to an external service, like Office 365.  In that case, we disable the mail service so our other customers are not prevented from e-mailing the Office 365 user.  If we don't disable mail service, attempts to e-mail the domains, with external mail service, are rejected by Plesk.

Disabling the mail service appears to lock the domain from syncing, which is undesired, because we still need to manage the other settings and limits the service plan provides.

If those domains (with mail disabled) are unlocked and synced to their service plans, the mail service is re-enabled, causing e-mail bounces, until the mail service is disabled, again.

Once this bug is fixed, what is the intended behavior in these situations?

    Thanks.

Expected behavior here is to lock subscription once mail settings are changed. In your case, all is working as predictable. You are changing settings of the subscription -> it is being locked to save such changes in future.
In your environment, there are two ways:
    1. Clone service plan to the same one without mail service.
    2. Continue managing all locked subscriptions manually.

@Konstantin, Thank you.  Your answer is helpful and appreciated.  Unfortunately, cloning the service plans will increase/triple the number of service plans I have to maintain, but that may work.  It would be better if I could use Add-on Plans to enable or disable Mail Service or DNS Service.

Hmm.  It doesn't appear I can disable DNS via Service Plan.  I can only choose Master or Slave.

Yes, you are right here. DNS or Mail service could not be disabled by attaching add-on plan to subscription.

However we have implemented the functionality to disable mail service for domain and make it "web-only". This feature is implemented in preview version of Plesk:
    https://docs.plesk.com/release-notes/onyx/change-log/#contents-179-preview7

Once it will be released (in Q3 2019), feel free to upgrade you Plesk installation and use that feature.
