The unnecessary Apache restarts occur when a customer re-applies existing PHP settings in Domains > example.com > PHP Settings by pressing OK or Apply buttons.
The customer still has the ability to re-apply existing PHP settings even when the following permissions are disabled via Service Plan settings:
- Common PHP settings management
- PHP version and handler management
Plesk bug with ID #PPPM-9004 which will be fixed in future Plesk updates.
There is no workaround at the moment.
Until a fix becomes available, the negative effect of the buttons availability can be mitigated by enabling Apache graceful restart.
