The following error appears at Hostbill:
CONFIG_TEXT: Uh oh! Something went wrong ...
PHP [Error]: Method PleskX_Api_Operator_Packet::__toString() must not throw an exception, caught Error: Call to a member function xpath() on string IN includes/modules/Hosting/plesk12/lib/Client.php(0)
Upon enabling debug mode, the following messages appear at plesk log

<errtext>Unable to get ip id by address '203.0.113.2' from db.</errtext>
203.0.113.2is not listed at Tools & Settings > IP Addresses
The IP passed via API request is not available on Plesk server.
Use one of the following ways to fix the issue:
Adjust the Server Properties in Hostbill so that correct IP address is configured for Plesk server and re-run the subscription creation. For details on how to perform such action, refer Hostbill documentation or contact Hostbill Support.
Map the IP address
203.0.113.2to the server and add the IP to Plesk as described in How to add a new IP address in Plesk
