When Time is being synchronized in Plesk under Tools & Settings -> System Date and Time -> Synchronize system time the date and time are not synchronized with the NTP server.
This is Plesk bug with ID PPPM-8946, which is planned to be fixed in one of the future product updates.
Until a fix is released the following workaround can be applied:
Connect to the server via RDP;
Open Command Prompt as Administrator and execute the following command to open Date and Time settings:
Navigate to tab Internet Time and press Change settings...
Enable the checkbox Synchronize with an Internet time server
Enter the NTP server name or its IP address in the Server: field and press Ok:
In Date and Time Windows press Ok to apply the changes:
