Note: This article has the reference to the issue with the fix available:

The Caching (nginx) switcher is missing in Plesk > Subscriptions > example.com > WordPress.
The Hosting settings management permission is disabled in Plesk > Subscriptions > example.com > Account > Permissions.
It is the product bug #EXTWPTOOLK-1563 which will be fixed in future product updates.
Turn the required Hosting settings management permission on using one of the following ways:
via subscription settings:
Note: subscription customization will lock it for further synchronization with its service plan.
Go to Plesk > Subscriptions > example.com > Customize > Permissions.
Mark the Hosting settings management permission and press the Update & Lock or the OK button.
via service plan settings:
Note: changing the service plan will affect all subscriptions assigned to the service plan which are not locked.
Go to Plesk > Subscriptions > example.com > Service plan: Default > Permissions.
Mark the Hosting settings management permission press the Update & Sync.
