The following message is shown in the /etc/hosts file:
CONFIG_TEXT: # Your system has configured 'manage_etc_hosts' as True.
# As a result, if you wish for changes to this file to persist

# a.) make changes to the master file in /etc/cloud/templates/hosts.tmpl
# b.) change or remove the value of 'manage_etc_hosts' in
# /etc/cloud/cloud.cfg or cloud-config from user-data
The /etc/hosts is overwritten after a server reboot. This causes Apache start failure.
After adding the hostname with the IP address to the
/etc/hostsfile - Apache starts with no issues.
Make sure that there are no subfiles inside the
/etc/cloud/cloud.cfg.dwith this directive:
# grep -ir manage_etc_hosts /etc/cloud/cloud.cfg.d/
