The solution form this KB article does not help.
The file %plesk_dir%\etc\DiskSecurity\DiskSecurity.xml is outdated and contains incorrect permissions: There are no permissions for the psaadm user on the folder C:\Program Files\MySQL\Connector ODBC 3.51.
The issue is submitted as a bug PPPM-8466 which is planned to be fixed in one of the future Plesk updates.
As a workaround:
Connect to a Plesk server via RDP.
Download the file DiskSecurity.xml for Plesk Onyx 17.8.
Replace the file %plesk_dir%\etc\DiskSecurity\DiskSecurity.xml with the downloaded file.
Start a command prompt as an Administrator and run the following command to fix permissions on the directory C:\Program Files\MySQL\Connector ODBC 3.51:
C:\> plesk bin repair --directory-permissions -directory "C:\Program Files\MySQL\Connector ODBC 3.51"
If the issue still appear and the folder C:\Program Files\MySQL\Connector ODBC 3.51 has incorrect permissions (psaadm and psacln have all "Deny" ticks), apply the following steps:
Start Windows Registry Editor (regedit): Click on Windows Start > type "regedit".
HKEY_CLASSES_ROOT\Installer\UpgradeCodes\BBF370FF2E2325046B2B38C0E54D8A90\and remove all records except "FE04B612EFD970247A1CD0EB18A8EC28".
