The file %plesk_dir%\etc\DiskSecurity\DiskSecurity.xml is outdated. There are no permissions for psaadm user on C:\Program Files\MySQL\Connector ODBC 3.51 folder.
The issue is submitted as a bug PPPM-8466 which is planned to be fixed in one of the future Plesk updates.
Note: the below workaround is applicable for Plesk Onyx 17.8 on Windows 2016 only.
Until the bug is fixed use the following workaround:
Connect to the server via RDP
Replace %plesk_dir%\etc\DiskSecurity\DiskSecurity.xml file with the one from the attachment.
Execute the following command:
C:\> plesk bin repair --directory-permissions -directory "C:\Program Files\MySQL\Connector ODBC 3.51"
