    I had a similar problem ...

    * Upgrade to Plesk Onyx 17.8 failed with the following error:
    ================================================================================================================
    MSI: Error! Critical action 'Updating internal MySQL configuration...' failed:
    Command D:\Parallels\Plesk\admin\bin\mysqlmng_adm.exe --add-super-user "--login=admin" "--password=* "--allowed-host=localhost" failed with code 1. Output: Can't execute GRANT ALL PRIVILEGES ON *.* TO 'admin'@'localhost' IDENTIFIED BY 'sGo67Qf5tX9P' WITH GRANT OPTION: MySql error 1045:Access denied for user 'psa_root'@'localhost' (using password: YES)
    at (MySQLDatabaseProvider::execute line 507)
    at execute console command --add-super-user(vconsoleapp::start line 93)
    at execute D:\Parallels\Plesk\admin\bin\mysqlmng_adm.exe --add-super-user "--login=admin" "--password=*" "--allowed-host=localhost"(vconsoleapp::run line 110)

    * Plesk interface is not available with the 500 error.

    * Unable to access Plesk database:
    ================================================================================================================
    C:\Users\Administrator>plesk db
    2018/08/27 14:21:05 Unable to get database admin password: exit status 1
    ERROR 1045 (28000): Access denied for user 'admin'@'localhost' (using password:NO)
    exit status 1
    ================================================================================================================
