The psa-horde package is absent in Tools & Settings> Server Components.
The psa-mnemo package requires psa-horde and psa-imp packages which are absent in the system. The psa-horde depends on psa-imp that is installed by default along with Horde webmail. It is Plesk bug #PPPM-8341, which is planned to be fixed in future updates.
Until the bug is resolved, use the following steps as a workaround:
Go to Tools & Settings > Updates and Upgrades > Add/Remove Components.
Select Horde and click Continue button:
Note: if Horde is not required, it is possible to remove it again.
