Dedicated application pool is switched on in Domains > example.com > Dedicated IIS Application Pool for Website
Identity for the domain's application pool does not have the subscription's system user name in it:
C:\> %systemroot%\system32\inetsrv\AppCmd.exe list apppool /name:"$=example.com*" /text:processModel.userName
Identity for the domain's application pool has identityType that differs from the SpecificUser:
C:\> %systemroot%\system32\inetsrv\AppCmd.exe list apppool /name:"$=example.com*" /text:processModel.identityType
Identity, specified for the application pool, does not have access to the document root directory and therefore, IIS cannot process the website.
Create the application pool anew with the correct user specified:
Navigate to Domains > example.com > Dedicated IIS Application Pool for Website
Press the Switch Off button and after the operation completes, Switch On, so the new application pool is created
Note: In case Switch Off button is absent, make sure that Assignment and placement policy is set to Place websites in a dedicated application pool by default and allow shared pools in Tools & Settings > IIS Application Pool > Global Settings
