PLESK_ERROR: Unable to sync subscriptions with the service plan
Apache hangs on the attempt to perform a migration.
Web service became unresponsive gradually after reboot. A reboot resolves the issue temporarily.
Checking service status using Plesk utilities consumes a noticeable amount of time than right after reboot:

There are a lot of abandoned systemd scope units on the server:
# systemctl | grep abandoned | wc -l
Plesk bug PPPM-7414 which will be fixed in future product updates. It is caused by the leak of scope units.
As a workaround, create a scheduled task which will stop abandoned units:
Go to Tools & Settings > Scheduled Tasks.
Create hourly task to run the following command:
# systemctl | grep abandoned | grep -e "[[:digit:]]" | sed "s/.scope.*/.scope/" | xargs systemctl stop
