WHMCS-related files like cron.php are outdated as they are designed for a previous version of the WHMCS software (pre-7.0). PHP file was encoded by a different PHP version than the domain is using and it can be read by PHP 5.3 only.
Contact WHMCS support to replace the files, or contact website developer to recompile .php files for newer PHP version.
