Question
Why a full subscription backup with a note Part of server backup is shown at Domains > example.com > Backup Manager?
Answer
A server-wide backup that is created at Tools & Settings > Backup Manager includes subscription backups.
This server-wide backup appears in each subscription's backup list with a note Part of server backup (Created by the administrator from reseller's/customer's view) and contains data only of this particular subscription.

This only seems to be the case when the backup is done locally on the server. When storing the backups on a remote server (FTP) nothing is being show in Domains > example.com > Backup Manager.
Backup/restore from Tools & Settings > Backup Manager works fine, even for specific subscriptions.
(Regardless of subscription or plan permissions regarding backups.)

You are right, FTP backup parts are not shown per domain. FTP backups in Plesk are considered as "personal", which means that only the owner of the backup can restore it. So if the full server backup was made by the administrator, only the administrator can restore it.
