file size is less than the free disk space on the server:
# du -sh /opt/psa/PMM/tmp/backup**/plesktest_full_backup_**.tar
# df -h

There is not enough free disk space on a server. When the backup is made in /var/lib/psa/dumps directory, it will also create .tar archive in /opt/psa/PMM/tmp/ directory so there is additional disk space required. The general recommendation is that disk space should be enough to place backup size multiplied twice (this is approximate value) because before transferring to FTP repository created dump is been archived and placed in a temporary directory.
Free up some disk space or add the new disk.
