parameter in psa.misc table was set to

If Plesk is not integrated with Parallels Automation.
psa.misctable and set
# mysql -uadmin -p`cat /etc/psa/.psa.shadow ` psa -e "update misc set val='false' where param='disable_updater'"
If Plesk is integrated with Parallels Automation.
POA provisions Plesk VPSes with disabled updater.
As per POA subscriber's guide http://download.pa.parallels.com/poa/5.4/doc/pdf/Subscriber/poa-subscribers-guide-5.4.pdf , page 421:
Note: Updating the Parallels Plesk Panel version from inside the Panel is not supported. To change the Plesk Panel version, refer to your Hosting Provider with the corresponding request to update your Subscription terms.
In this case you could install microupdates by running the following command inside the VPS:
For Linux systems:
/usr/local/psa/admin/sbin/autoinstaller --select-release-current --install-component base --reinstall-patch
For Windows systems:
ai.exe --select-product-id panel --select-release-current --reinstall-patch --install-component base
Such behavior is expected, because in case of direct update of Plesk from inside of VPS it may break integration with POA in some cases.
A feature request regarding the matter has been created, its ID is POA-68294 . It will be reviewed by the POA Service team and may be considered for implementation in one of the future product releases.
