Access is denied at CreateProcess

Symptoms

I have plesk for Windows installed in a Parallels Virtuozzo Containers for Windows container. Various Plesk and system processes are failing randomly with different errors:

Access is denied. (Error code 5) at CreateProcess exited with error code -1073741502

Failed to parse response. Reason: XML error at line 1 column 1. Error message: Not well-formed (invalid token) Process output: Cannot create process: C:\\PARALL~1\\Plesk\\python\\python.exe C:\\Parallels\\Plesk\\admin\\bin\\PMMcli-runner.py  --get-tasks-list

Failed to launch the checking script 'C:\\ParallelsInstaller\\parallels\\PANEL-WIN_12.0.18\\examine_launcher.exe'.Access is denied.
(Error code 5) at execute /c "C:\\ParallelsInstaller\\parallels\\PANEL-WIN_12.0.18\\examine_launcher.exe --check-system"

Unable to process run as command: Unable to start ("C:\\Parallels\\Plesk\\admin\\bin\\PMMcli.exe" --get-tasks-list): (5) Access is denied.

Or it can be a simple ' Access Denied ' window

Access Denied

From the Hardware Node side check the resource limits configured for the affected container, specifically the number of processes:

C:\\vzlist <Container_ID> -o ctid,vprvmem,vprvmem.b,numproc,numproc.b

' numproc ' is the current number of processes running in container, ' numproc.b ' is the number of processes allowed to simultaneously run inside the container.

Cause

Container hit the configured ' numproc.b ' limit defined from Hardware Node

Resolution

Allocate more resources for the container:

C:\\vzctl set 101 --save --numproc 200

No reboot is required.
