Cannot publish site: "Cannot publish site because the publishing location status is 'Error'"

Symptoms

The following error is displayed during site publishing:

Error:
Cannot publish site because the publishing location status is 'Error'.
Details:
Configuration error: Define the order in which the default documents (default.htm, default.aspx, etc.) will be used to respond the browser request.

or

The site cannot be published to the specified location.
Cannot publish site because the publishing location status is 'Error'.
Details:
There is either a problem with connecting to the HTTP server specified in the web site URL, or the web site URL does not correspond to the specified publishing location.

or

Details: There is either a problem with connecting to the HTTP server specified in the web site URL, or the web site URL does not correspond to the specified publishing location

HTTP response code: 401.

Cause

Such error occurs when the domain's application pool is stopped or order of default documents for the publishing domain does not respond to the defined one:

$opts['defaultDoc'] = 'Default.aspx,Default.asp,Default.htm,Index.html,Index.htm,...'

Default documents configured for the webspace do not match the order:

In Parallels Plesk Panel 9.x at Virtual Directories > Directory Properties (in Parallels Plesk Panel 8.x at Web Directory > Preferences

Resolution

Verify domain's application pool in IIS and start it.

Also change order of default documents, make Default.htm, Default.asp, Default.aspx be on the top:

If you see "HTTP response code: 401" in output - check that anonymous access is allowed in website properties.

For POA the settings in CCP under Websites > site name > Security settings should be checked.
