Unable to open Tools & Settings > Updates & Upgrades (for Plesk 11 and higher) or Tools & Utilities > Updates (for Plesk 10), following symptoms can be observed:
- page just loads continuously;
- blank page is displayed

Port 8447 is blocked by the Firewall
Since version 10.0.0, Updates and Upgrades starts Plesk Installer, which provides access to its web interface on port 8447. Verify that the port is open on your server and is not blocked by a firewall.

Note : Plesk Installer is not running all the time, but started on-demand when accessed through Plesk.
