The domain creation fails with the following error in Plesk:

McAfee Antivirus is scanning required Plesk/windows files during the domain creation.
IIS is busy with some process, e.g. someone is performing changes in IIS at the same time when the domain is trying to be created in Plesk.
Apply one of the following resolutions depending on the cause above:
Add to the McAfee On-Access scan Exclusions the following objects:
Make sure that IIS is not busy with another process and try to restart IIS:
Connect to the server via RDP.
Stop the IIS by executing following command:
C:\> iisreset /stop
Internet services successfully stopped
Start the IIS again by running the next one command:
C:\> iisreset /start
Internet services successfully started
