Antivirus blocks Plesk requests on changing of IIS configuration.
Contact server's administrator to temporary disable Antivirus program on the server and check if issue is gone. If Plesk works correctly after that, configure Antivirus to exclude Plesk's files from the scanning.
In case migration is performed, ensure that antivirus is disabled on both source and destination servers. If the issue still persists. Then the following actions should be performed:
2. Stop IIS service:
C:\> iisreset /stop
3. Remove all IIS applications pools' temporary files and folders. By default these files are located inside directory C:\inetpub\temp\appPools\
C:\> for /d %p in (C:\inetpub\temp\appPools\*) do rmdir /q /s "%p"
4. Start IIS service:
C:\> iisreset /start
The configuration files will be regenerated on a by-demand basis: when a website is opened.
