How to create custom error page for a subscription in Suspended status, so that subscriber could see a notification about subscription suspension when opening domain name?
This functionality is not supported in Plesk at the moment. You may want to suggest new functionality in Plesk on Plesk User Voice portal.
The top-ranked suggestions are likely to be included in the next versions of Plesk. You can get the information about the updates in our products in the following public sources:
https://partners.plesk.com/ - public roadmaps for partners;

As a workaround, it is possible to customize the "503 Service Temporarily Unavailable" page manually:
1. enable custom error documents for all suspended domains:
# MYSQL_PWD=`cat /etc/psa/.psa.shadow` mysql -uadmin psa -N -e" SELECT name FROM domains WHERE status=16" | while read i; do /usr/local/psa/bin/domain --update $i -err_docs true ; done
file for every suspended domain. The list of suspended domains can be obtained using the following command:
# MYSQL_PWD=`cat /etc/psa/.psa.shadow` mysql -uadmin psa -N -e" SELECT name FROM domains WHERE status=16"
