There is a problem with the way dedicated IIS application pool resource is being provided to resellers. When creating a new subscription for a reseller and a new dedicated application pool being added for the subscription even though the reseller has exceeded his limits and overusage is not allowed.
However, after daily manitenance task is performed, all reseller subscriptions are suspended.
This behavior is considered to be a software issue with ID #PPPM-2824 which will be fixed in one of the future Plesk updates.
As a workaround, increase Application pool limit or set it to Unlimited in Plesk > Resellers > John Doe > Customize:
