Cause

SELinux permissions are set incorrectly.

Resolution

Check if plesk.pp file is missing in /etc/selinux/targeted/modules/active/modules/

If it is, restore it by runing the following command:

# rpm -Uvh --force http://autoinstall.plesk.com/PSA_12.5.30/dist-rpm-CentOS-6-x86_64/opt/selinux/psa-selinux-12.5.30-cos6.build1205150819.14.noarch.rpm

Note: Make sure that package version is for appropriate Plesk version.

In case you faced the issue with Plesk Onyx 17.5 please use appropriate file from attachment.

If plesk.pp is present, set the httpd_can_bind_all_ports boolean:

# setsebool -P httpd_can_bind_all_ports=1
