Unable to register Apache Tomcat:
Apache Tomcat is installed and is shown as running at Tools & Settings > Service Management.
There is no Java applications menu in Domains > example.com.
Java applications is shown as Off at Tools & Settings > License Management.
Unable to register PostgreSQL or MSSQL Server:
PostgreSQL/MSSQL Server is not available at Plesk > Tools & Settings > Database Servers.
The PostgreSQL/MSSQL Server function icons are grayed-out at Plesk > Tools & Settings > Service Management.
The PostgreSQL service is running on the server:
# service postgresql status
Redirecting to /bin/systemctl status postgresql.service
● postgresql.service - PostgreSQL database server

PostgreSQL database server support is shown as Off at Plesk > Tools & Settings > License Management.
Unable to start Apache Tomcat at Tools & Settings > Service Management; a floating notification says "Service is not configured", and management buttons are greyed out:
The installed Plesk license does not have the Power Pack add-on which includes Apache Tomcat, PostgreSQL and MSSQL management modules.
Apache Tomcat/PostgreSQL/MSSQL Server requires the Power Pack add-on.
