Question
Additional user with Administrator role has been created in Users menu, however he cannot create new subscriptions and manage particular settings. For example: Tools & Settings, Additional Apache directives and Additional nginx directives are absent. Why?
Answer
By design, user added via Subscriptions > example.com > Users has a limited set of permissions. These users are not considered to perform the same actions that Plesk administrator is able to. If it is required to create user with Plesk administrator privileges, create Additional Administrator Account.

Hi,
This is exactly the issue I'm having at the moment and your resolution link doesn't actually seem to resolve the problem.
How can I give a user full access to the site without giving them access to create, edit or remove users?
I've tried creating a new user role but the options are limited and when I use the "Additional Administrator Accounts" as suggest it creates a contact but gives you no options of use to adjust settings for the user. None of this appears in the user section either.
If you can offer some guidance it would be appreciated.

You can create a new user role, grant all permissions but "Manage users and roles". After this, create a user on this role. As a result, after logging to Plesk, he will be able to manage websites but will not be able to create, edit or remove additional Plesk users
Note that the permissions included in user roles are overridden by the permissions configured on the subscription level. For example, if the hosting provider disables the Spam filter management permission for your subscription, neither the subscription owner nor any of the additional users they create will be able to change SpamAssassin settings, even if they are granted the Configure spam filter permission in their user role.
One more limitation is that access to "Tools & Settings", "Additional Apache directives" and "Additional nginx directives" are allowed for Plesk administrators only due to security reasons and could not be granted to additional Plesk users

An additional Plesk administrator account allows to perform the same set of actions as the main Plesk administrator but these:
* Viewing and managing additional administrator accounts belonging to other users.
* Viewing and managing administrator account settings.
* Clearing the Action Log.
Please also note that the additional Plesk administrator account cannot be customized: you cannot grant some permissions or deny. All of them are predefined

Additional Plesk administrator accounts have to be present at the "Plesk > Tools & Settings > Additional Administrator Accounts" page only
