How is it possible that an email from mail address which is not part of the maillist administrators in Mailman can be delivered to all subscribers?

Answer

This is an expected behavior. If mail account, from which mail is being sent, is a member of mailing list and it does not have mod flag enabled.

If mailing list members have no "mod" flag enabled and send a message it will be delivered to other list members and not defered for moderation:

default_member_moderation (privacy): By default, should new list member postings be moderated?

Each list member has a moderation flag which says whether messages from the list member can be posted directly to the list, or must first be approved by the list moderator. When the moderation flag is turned on, list member postings must be approved first. You, the list administrator can decide whether a specific individual's postings will be moderated or not.

To avoid such behavior, configure moderation for list members:

  1. Go to Home > Subscriptions > example.com > Mail > Mailing Lists
  2. Click on Manage the list for a mailing list
  3. In mailing list administration go to Membership Management... page and check box in mod column for an mailbox in question.
