Cause

The <configProtectedData> section in the "%windir%\\system32\\inetsrv\\config\\applicationHost.config" file is corrupted.

Resolution

  1. Make a backup copy of the applicationHost.config file:

    xcopy "%windir%\\system32\\inetsrv\\config\\applicationHost.config "%windir%\\system32\\inetsrv\\config\\applicationHost.config_backup
  2. Open file, clear out "configProtectedData" section and save it.

  3. Run the command:

    cd "%windir%\\System32\\inetsrv"
    iissetup.exe /install SharedLibraries
  4. It will result with Failed = 0x80070005 output, this behavior is considered to be normal and encryption keys will be successfully recreated.
