Cause

UTF-8 support is not configured.

Resolution

  1. Open Apache configuration file ' /etc/httpd/conf/httpd.conf '

  3. Restart Apache

Note: Please follow instructions from KB 213905365 to configure ProFTPD to handle files with accents and other national characters in their names.
