Upgrade failed - Failed to connect to database: Access denied for user 'local_mysql_root'@'127.0.0.1'

Symptoms

Plesk upgrade failed with one of the following errors:

Failed to connect to database: Access denied for user 'local_mysql_root'@'127.0.0.1'

Or

Failed to connect to database: Access denied for user 'local_mysql_root'@'::1'

Cause

skip-name-resolve is used as a command line argument or in MySQL configuration file either my.cnf or my.ini .

According to official MySQL documentation:

--skip-name-resolve

Do not resolve host names when checking client connections. Use only IP addresses. If you use this option, all Host column values in the grant tables must be IP addresses. See Section 8.12.6.2, “DNS Lookup Optimization and the Host Cache”. `

Resolution

Ensure that mysql is not running with option --skip-name-resolve or my.cnf on Linux and my.ini on Windows do not contain skip-name-resolve
