Apache/Nginx will not start: "Permission denied" error while opening configuration file

Symptoms

The Apache ( httpd ) service will not start/restart and produces the following error:

Apache fails to start. The following error appears:

# /etc/init.d/httpd start
Starting httpd: httpd: Syntax error on line 221 of /etc/httpd/conf/httpd.conf:
Syntax error on line 7 of /etc/httpd/conf.d/zz010_psa_httpd.conf:
Syntax error on line 204 of /usr/local/psa/admin/conf/vhosts_bootstrap.conf:
Could not open configuration file /home/httpd/vhosts/example.com/conf/13779318190.51586200_httpd.include: Permission denied
[FAILED]

The Nginx service is not starting. The following error appears:

# service nginx start
nginx: [emerg] open() "/var/run/nginx.pid" failed (13: Permission denied)
[FAILED]

Cause

Configuration files were not built due to SELinux policies.
