Symptoms

Plesk start-up script /etc/init.d/psa start does not start up Apache daemon if it has been stopped using apachectl stop command previously:

     # /etc/init.d/httpd status
httpd (pid  7506) is running...

# apachectl stop

# /etc/init.d/httpd status
httpd dead but subsys locked

Cause

Internal software issue. It was fixed since Plesk 11.5

Resolution

Please consider to upgrade to latest Plesk version.
