IIS is stopped during creation of a new subscription.

IIS is stopped during the creation of a new subscription. Websites are not accessible. The following error appears:

    Cannot start service W3SVC on computer    Websites cannot be started unless both the Windows Activation Service (WAS) and the WWW Publishing Service (W3SVC) are running. Both services are currently stopped.

Windows Process Activation Service (WAS) service failed with error -2148734210

The events id 5214, 7024 are present in Windows System event log:

5214 - The Windows Process Activation Service encountered an error trying to read configuration data with AppHostProvider. The error message is: Non-negative number required. Parameter name: count. The data field contains the error number.

7024 -    The description for Event ID 7024 from source Service Control Manager cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.If the event originated on another computer, the display information had to be saved with the event.

In IIS, when there are a large number of configured sites (100 or greater, by default), the service will not activate any of the sites when the service is started.


Change dynamicRegistrationThreshold value to equal or larger than the number of websites by using the Configuration Editor in IIS:

  1. Open IIS Manager.
  2. Select the server in the Connections panel , and then double-click Configuration Editor .
  3. Select the section system.applicationHost/webLimits .
  4. Set the value of dynamicRegistrationThreshold to the new threshold value for example 2000.
  5. Start service WAS
  6. Start service W3SVC
  7. Restart IIS service.
