AppLocker policy is configured to restrict psacln group users from running executables from %SYSTEM32% folder. A security improvement task PFSI-46151 was created regarding lack of functionality of the File Manager in this environment. It is to be considered for implementation in future product updates.
Note: if you don't have administrative access to Plesk via RDP, contact your hosting provider regarding the issue
