Unable to start migration:
PLESK_ERROR: Error: Unable to start the migration: the user name or password is incorrect. Make sure that the built-in administrator account login and password for the target host are correct and try again, or refer to the Plesk error log for details.

The migration process was running not as build-administrator account for target or source server.
In Plesk navigate to Extensions > Migrator > Start a New Migration .
Input the correct credentials for the built-in administrator account for source and target servers.
