Address banning does not work for some jails.
Intrusion attempts can be displayed by running
# fail2ban-regex /var/log/apache2/custom_access.log /etc/fail2ban/filter.d/plesk-wordpress.conf
Failregex: 602 total

The custom error log is specified in the jail settings and records in custom log file differ from ones in the default log files (e.g. source log file specified in the record).
The custom fail2ban filter is configured in Tools & Settings > IP Address Banning (Fail2Ban) > Jails > Manage Filters.
fail2ban is unable to process source host IP address correctly.
Configure fail2ban filters according to fail2ban manual .
