Migration is stuck: Failed to check SSH connection to the source server 'source'

Symptoms

Migration process is stuck. The following error can be found in /usr/local/psa/var/modules/panel-migrator/sessions/<timestamp>/progress.<timestamp>.json file :

"error_message": "Failed to check SSH connection to the source server 'source' (203.0.113.1): Unable to connect to '93.90.186.201' by SSH: [Errno 111] Connection refused.\nEnsure that the server is up and there are no firewall rules that may block SSH connections to the server,\nthen restart migration."

The following error can be found in /var/log/fail2ban.log on source server:

Where 203.0.113.2 is IP address of target server.

Cause

Fail2ban on source server blocked target server IP address.

Resolution

White list target server IP address on source server in Plesk > Tools & Settings > Fail2ban or temporary stop Fail2ban service on source server.
